Role Mandate

Oversee and drive the on-going development of the SAFCOL’s Information and Communications Technology (ICT) needs, including strategy, ICT governance, business applications, business processes and ICT risk management. Build and maintain a structured environment that will facilitate the development and on-going maintenance of ICT within SAFCOL.

The CIO will further be responsible to:

  • Ensure adequate functioning of ICT’s governance structures, e.g. Audit and Risk Committee, EXCO, and ICT Steering Committee
  • Take ownership of ICT governance in relation to best practice requirements and frameworks such as King IV, COBIT, ITIL, relevant ISO standards, the Company’s Act and other relevant governance frameworks applicable to State Owned Entities
  • Develop ICT strategy that is aligned with the business strategy
  • Select and implement suitable technology to streamline all internal operations and help optimise their strategic benefits
  • Work and consult with business management on technology requirements for SAFCOL
  • Enable the SAFCOL business technologically, ensure confidentiality, integrity and the timely availability of ICT computing resources and information
  • Maximise the mix of in-house vs outsourced services
  • Coordinate information security and compliance in the company
  • Create ICT policies and maintain standards
  • Report quarterly on ICT matters to EXCO Committee and Audit and Risk Committee


Key Accountabilities

  • Formulate ICT strategy in line with the company-wide strategy and ensure implementation thereof. Ensure the delivery of capabilities required to achieve business success
  • Align the ICT roadmap and ICT organisation’s strategies with business imperatives
  • Develop and maintain a strategic solution roadmap and implementation plan
  • Develop, implement and monitor a strategic, comprehensive business information security and ICT risk management program
  • Develop areas of improvement across own business unit and interfaces with other business units to contribute towards a more streamlined business operation
  • Ensure that the investigation and analysis of user requirements is properly done and delivery of service exceeds client expectations
  • Develop, implement and maintain policies and procedures for ICT systems, including those for architecture, security, disaster recovery, etc.
  • Oversee ICT Infrastructure and resources for SAFCOL
  • Oversee the management of the Enterprise Resource Planning (ERP) System, as well as any other applications to ensure effective implementation, utilisation, appropriate change control and prioritisation of enhancements
  • Design and develop the ICT Framework for the digital transformation aligning it to the business and customer requirements in conjunction with the relevant senior leadership
  • Provide business intelligence integrated reporting
  • Drive, develop and manage the ICT architecture, products and services in line with the customer experience and relationships
  • Ensure the cybersecurity awareness of end users or for those managing applications or analytics are facilitated
  • In support of the business and ICT strategies, develop and implement an information security strategy and monitoring mechanisms
  • Improve monitoring capabilities and reports for the broader ICT environment e.g. internet usage, antivirus, patches etc.
  • Drive the mitigation of security flaws highlighted by the vulnerability scans (as done from time to time)
  • Manage and direct the core ICT security (vulnerability assessments, penetration tests etc.) service provider as appointed by SAFCOL
  • Ad-hoc information security advice and guidance on projects
  • Manage ICT third-parties through policies and ensure control of both their physical and logical access
  • Develop an understanding of the department’s cost structures to enable granular tracking of OPEX and CAPEX
  • Develop an understanding of the department’s revenue contribution and or revenue influence to enable granular tracking of quarterly targets
  • Calculate and forecast the resource requirements in line with the approved budget and set requirements for the department
  • Identify resource requirements (financial, staffing, equipment, buildings, etc.) required to deliver on objectives
  • Prepare monthly expenditure reports against the budget and identify and manage spending deviations
  • Contribute to SAFCOL achieving a clean administrative audit outcome
  • Compile, monitor and report on the ICT budget:
    • Determine requirements and engage with role player
    • Compile and submit budget
    • Monitor expenses
    • Report monthly
  • Establish an ICT Strategy Committee to provide high-level policy guidance (e.g., risk, funding, sourcing, partnering) and verify strategy compliance (e.g., achievement of strategic goals and objectives)
  • Develop and ensure the implementation and management of ICT governance including:
    • Investigate and understanding the impact analysis of the business unit as it relates to the company’s operating model
    • Performance management, tracking project delivery and monitoring ICT services
    • Ensure that SAFCOL is compliant and/or aligned to all relevant governance best practice frameworks and regulations, (e.g. King IV Code; COBIT etc.) through the assessment and implementation of actions to close the identified gaps, as well as the commission and supervision of regular reviews of the ICT environment
    • Define and implement a Service Level Management approach for the whole of ICT, e.g. SLA’s with external service providers, internal business units, etc.
  • Ensure the safeguarding of ICT assets, disaster recovery and continuity of operations
  • Ensure that ICT risk management activities are driven in alignment with the organisation’s risk function directives
  • Oversee the management and coordination of all assurance (ICT audit) initiatives
  • Drive organisational compliance with information security directives, ensuring that policies are adhered to by all employees
  • Develop and maintain the ICT Risk Framework (a single view of the risk profiles and tolerance)
  • Review Vendors Service Level Agreements (SLA’s) in line with Long Term Service Agreement (LTSA) policies and procedures
  • Implement procedures and controls to assure compliance with applicable regulatory and legal requirements as well as good business practices
  • Act as a steward for the data and ensure that the correct controls and processes are in place for data security
  • Report to the ICT Steering Committee, EXCO and Audit & Risk Committee of the Board on all aspects related to ICT Governance
  • Ensure that all stakeholder requirements are met including Internal Audit, the Auditor General and the Department of Public Services and Administration (DPSA)
  • Identify strategic partnerships to support the ICT Strategy (such as ICT projects and operational support)
  • Plan, with the relevant Senior Leadership, the Enterprise Architecture Design Framework including the identification of technology trends, innovation, governance, strategy, complexities and required competencies to implement the Framework
  • Work with managers in the team to achieve excellent business results through continuous people development and mentoring activities
  • Ensure the development of a high-performing team through embedding formal performance development and informal coaching
  • Coach the team on how to conduct meaningful performance development discussions with their direct reports and ensure that they conduct the process effectively
  • Ensure all resources belong to necessary governing bodies that governs the profession

 


Qualifications & Experience

  • A postgraduate degree in Computer Science/Information Systems/IT or NQF Level 8 Equivalent
  • COBIT and/or ITIL certification
  • Master’s degree – will be an added advantage
  • Appropriate professional accreditation in programme and/or project management, e.g. PMP, Prince 2 or PMBOK – will be an added advantage
  • A minimum of 10 – 12 years’ experience in Systems Management and Project Management of which 3 years at Senior Management
  • Valid driver’s license
